14.3 Arbitrary Applicability and Contextual Control
Just as mutually entailed relations are like two sides of the same coin, arbitrary applicability and contextual control are also like two sides of the same coin. When a relational response can be controlled by features of the context other than the physical properties of the stimuli being related, we say that it is arbitrarily applicable. Relational frames are arbitrarily applicable because they are contextually controlled.
