If the presentation of the water results in either no increase or a decrease in the tendency to say “water,” then the scenario lacks the second defining feature and is not an example of any kind of reinforcement.

A stimulus change that has the following features:
It occurs after a response has been emitted
It increases the future probability of that response
It results from the action of another individual
